What is EBC certficate (bin anamat certificate) ? -

EBC Economically Backward Classes

The Citizen of India having less than Rs.1 lakh per annum and who do not belong to any reserved social category such as, Schedule Tribe (ST) and Other Backward Classes (OBC) Schedule Caste (SC)have been categorized as Economically Backward Classes (EBCs) in India.

How to apply ?
Applicant has to get An Extract from Income Certificates For the Economically Backward Class. Stating the income less than 1 lakh per annum.

This income certificate is issued to those general class category who fall below the poverty line (i.e. those, whose income is Rs.11,0000/- per annum).

What is use of EBC ?
Ebc is use for receiving financial help from the various backward class agency of the State Govt.

Ebc is use for entitlement to get Govt. House, plots of lands/flats etc.

Ebc use for getting admission in various educational institutions from the reserved quota of 10per cent meant for that class.

For getting benifit from schemes of government for various social and economical benefits declared by the Govt. from time to time

How to apply for EBC?
Applicant have to affix Court Fee stamp of Rs.5/- on the application for certificate.

Income proof showing that the applicant is below the poverty line

Self attested Xerox copy of the first and last page of the Ration Card.

Applicant have to make an Affidavit duly affirmed on stamp paper of Rs.20/-

Gujarat Chief Minister Vijay Rupani announced that his government would start the implementation of 10 per cent reservation for non-reserved category people from January 14 2020. Gujarat will become the first state in India to implement quota for economically backward classes.

The reservations are for applicants from economically weaker class of the population of gujarat from the general category in all government jobs and education institutions. Its implementation would come into effect for admissions of applicants or government jobs recruitment process that not yet to begin.

10 per cent of total reserved quota to EBC candidates would be available in admission in educational institutions and all government jobs' recruitment in the state. It would also come into effect in cases where announcement of admission in educational institutions or recruitment in government jobs has been made but the process hasn't started yet. In case if any announcement was made without the implementation of the quota in any government jobs or educational institutions or it would be suspended for the time being and will resume following implementation of the EBC quota," the chief minister informed through a press release.

Chief minister of Gujarat clarified that if the process for recruitment of government jobs or admission in educational institutions, including written or oral tests, computer proficiency tests, preliminary or eligibility tests had started, the 10 per cent EBC quota would not be applied, but the process would complete as per norms declared by government of Gujarat will notified with the advertisement.

Every government and educational office have to publish a new advertisement and invite deserving candidates for application along with the implementation of 10 per cent quota for EBCs.

This implementation of the 10 per cent quota for EBCs in Gujarat is taking place after the history changing and revolutionary decision by the Prime minister Narendra Modi-led central government. The 10 per cent quota for EBCs would be above the 49 per cent reservations for scheduled castes, scheduled tribes and other backward classes as per the constitutional provision," the government said.

The government of Gujarat , on April 29, 2016, had issued an ordinance in vidhansabha for 10 per cent EBC in the state. But this was challenged in the Gujarat High Court, and due to some reason which had set aside at that time. The government of Gujarat later challenged the order in the Supreme Court of India, but the latter put a stay on the implementation of the ordinance until the final order arrived. government of Gujarat then put the ordinance in abeyance.

The government of Gujarat also announced a special commission and corporation for applicants from non-reserved category people. The government of Gujarat provides financial assistance by means of fees, stationery, lodging and boarding in education, including foreign institutes, subsidy in interest against education loans and start-ups. These facilities are available under schemes run and implemented by the Gujarat government's 'Bin Anamat Shaikshanik ane Arthik Vikas Nigam'. Recently, the state government increased the eligibility criteria for candidates to avail benefits of these schemes, from Rs 3 lakh to Rs 4.5 lakh annual income.

There is around 25 per cent of population in the state which belongs to this part of the category.
